Tier 2 — Secondary claim. You did not file CBP paperwork directly but absorbed IEEPA costs through supplier invoices, shipping surcharges, or pass-through line items. Common signs: goods arrive via FedEx/UPS/DHL with no broker, you buy from a U.S. supplier who imports, or invoices show IEEPA duty line items. These claims are slower and harder but still worth pursuing.
